RESULTS OF WORK AND ADOPTED RESOLUTIONS

Agenda item 1:

Mr. V.Koreshkov welcomed the participants and opened the meeting.

He pointed out the mutual benefit of cooperation, expressed the wish that the work of the meeting would bring good results and gave some practical information.

The agenda was adopted (annex 1).

Agenda item 2:

Heads of delegations identified themselves and the members of their delegations.

Agenda item 3:

Participants reported on the current reference material activities in their respective countries. Written reports were received from R. of Belarus, Bulgaria, R. of Kazakhstan, Lithuania, R. of Moldova, Russia (annexes 3.1, 3.2, 3.3, 3.4, 3.5, 3.6).

Mr. S. Senotrusov informed the participants that Ukraine will submit the information on the RM activity to the Rapporteur’s Secretariat within a month.

Mr. H. Klich submitted information materials on BAM (Germany) activities in the field of RMs: catalogues of certified reference materials and standards procedures and the disks holding these and other information materials. Mr. H. Klich attracted the participants’ attention to the necessity of well-organized cooperation for its practical implementation.

Agenda item 4:

Prof. V. Leonov spoke within the agenda item. In his presentation (annex 4) he reported on the RM activity over the period between the meetings. The Rapporteur particularly pointed out the role of international comparisons conducted currently in the work initiated by the international Bureau of Weights and Measures (BIPM) on the implementation of Mutual Recognition Arrangement for the mutual recognition of national measurement standards and of calibration and measurements certificates issued by metrological institutions. The Rapporteur suggested that a possibility to establish a new project defining the role of RMs in international comparisons should be considered. He stressed the importance of international support of the works carried out within COOMET and pointed out the feasibility of organizing specialists’ training on RMs.

The following decision was taken:

  1. To take the information into account/
  2. To request the Rapporteurs Secretariat to consider the establishing the project defining the RM role in international comparisons.
  3. To consider it feasible to make the regular exchange of information about the activities on RMs in the countries.
  4. To request all Contact Persons on RMs to submit, if necessary, the proposals on the above talk.

Agenda item 5:

The current works outlined by Coordinators were discussed.

    1. Discussion of the progress of work on the agreed projects.
      1. Project 185/RU/99 “Analytical overview “Normative documents regulating the questions of RM development and use”

Dr. I. Dobrovinsky spoke on the issue and reported on the basic provisions of the final draft analytical overview and on conclusions proposed by the Project Coordinator.

The decision was taken as follows:

    1. To consider the draft document “Analytical overview “Normative documents regulating the questions of RM development and use” developed within the project to be agreed (annex 5.1.1).
    2. To point out the feasibility and benefit of developing analytical overviews of like kind with the aim to harmonize normative requirements for RMs in national ND of COOMET member-countries.
    3. To take into consideration that Bulgaria, R. of Moldova and Ukraine will submit additional materials to the document.
    4. To find it possible and feasible to send the analytical overview to other international organizations as an official COOMET methodical material.
    5. To consider the project as finalized, to request Dr. N. Semenko, the Project Coordinator to prepare the form of the final report on the project and to submit it to the Rapporteur for RMs.
        1. Project 186/RU/99 “Development of the Programme of RM joint production within COOMET”

Dr. I. Dobrovinsky spoke on the issue and reported on the general principles of the presentation of the draft Programme to be considered, its structure and contents.

The decision was taken as follows:

    1. To consider the draft Programme of RM joint production within COOMET to be agreed (annex 5.1.2.).
    2. To consider the developed document as one of the main sources for establishing new projects on the development of specific RM types within COOMET.
    3. To take into consideration the information concerning the new projects on the development of COOMET RMs resulting from the project and discuss them in p.7 of the agenda.
    4. To find it expedient to continue working in the project with the aim of the regular updating the Programme and to request the Project Coordinator to annually submit the updated version of the Programme at the COOMET meeting on RMs.
    5. To request COOMET Secretariat to place the agreed Programme at COOMET web-site.
    6. To take into account that Bulgaria and R. of Moldova will submit additional proposals to the Programme within a month.
    7. To request Contact Persons of COOMET member-countries to stir up the work on participation of RM producers in the Programme in their respective countries.

 

 

      1. Project 187/BY/99 “Development of reference materials of radionuclide

activity gauges”

Mr. V. Makarevich spoke on the issue, reported on the results of the work done and

noted, that the developed RM discovered the whole range of RMs to be developed

based on the matrix of the natural origin.

The decision was taken as follows:

    1. To approve documentation accompanying the RM of 137Cs and 40K specific
    2. activity in dry milk.

    3. To request the Rapporteur’s Secretariat to enter the RM in the Register of COOMET RMs, taking into consideration that Bulgaria, Germany, R. of Kazakhstan, Kyrgyz Republic, Lithuania, R. of Moldova and Russia joined to their recognition.
    4. To take into consideration that Ukraine will inform the Project Coordinator of its decicion within a month.
    5. To consider the project as finalized, to request Mr. V. Makarevich to prepare a final draft and to forward it to the Rapporteur for COOMET RMs.
      1. Project 188/BY/99 “Development of RMs for composition of organic

substance solutions”

Mrs. N. Hairova spoke on the issue and reported that the Project Coordinator

suggests that the countries take part in the work once again, the aim of the

investigations being specified.

The decision was taken as follows:

    1. To take the information into consideration.
    2. To agree that the aim of the work is interlaboratory RM certification, to request
    3. the Project Coordinator to develop the plan of the further work on the project and submit it to Contact Persons for RMs of all member-countries within a month; to introduce modifications in the form of the agreed project

    4. To take into account that Contact Persons for RMs will address the experts of

their respective countries with a view to decide on the possibility of their participation in experimental works and inform the Project Coordinator of their decision within 3 months after they receive the plan of the further works from the author.

      1. Project 189/BY/99 “ Development of RMs for composition of metal ion

solutions”

    1. To take the information into consideration.

2. To agree that the aim of the work is interlaboratory RM certification, to request

the Project Coordinator to develop the plan of the further work on the project

and submit it to Contact Persons for RMs of all member-countries within a

month; to introduce modifications in the form of the agreed project.

3. To take into account that Russia will take part in the work on the project.

4. To take into account that Contact Persons for RMs will address the experts of

their respective countries with a view to decide on the possibility of their participation in experimental works and inform the Project Coordinator of their decision within 3 months after they receive the plan of the further works from the author

5.1.6 Project 195/BG-a/99” Development of RMs for composition of kaolines and

clays (4 types)”

Mrs. R. Nedkova spoke on the issue and reported that the RM development is

finalized, the report and RM certificates are prepared and presented for discussion.

The decision was taken as follows:

    1. To approve the submitted documentation for RMs for composition of kaolines K2,
    2. B2, C1 and clay OgG (annex 5.1.6.).

    3. To request the Rapporteur’s Secretariat to enter the RMs in the Register of
    4. COOMET RMs, taking into consideration that R. of Belarus, Germany, R. of

      Kazakhstan, Lithuania, R. of Moldova and Russia joined to their recognition;

      Ukraine will inform of its decision within a month.

    5. To consider the project as finalized, to request the RM Coordinator from

Bulgaria to prepare a form of the final report and to submit it to the Rapporteur

for COOMET RMs.

5.1.7 Project 196/BG-a/99 “Development of RMs for composition of ore

materials – dolomite, monzonite, gabbro (3 types).

Mrs. R. Nedkova spoke on the issue and reported that the RM development is

finalized, the report and RM certificates are prepared and presented for discussion.

The decision was taken as follows:

    1. To approve the submitted documentation for RMs for composition of gabbro -GB, dolomite – DM and monzonite MV (annex 5.1.7.).
    2. To request the Rapporteur’s Secretariat to enter the RMs in the Register of
    3. COOMET RMs, taking into consideration that R. of Belarus, Germany, R. of

      Kazakhstan, Lithuania, R. of Moldova and Russia joined to their recognition;

      Ukraine will inform of its decision within a month.

    4. To consider the project as finalized, to request the RM Coordinator from

Bulgaria to prepare a form of the final report and to submit it to the Rapporteur

for COOMET RMs.

      1. Project 197/BG-a/99 “Development of RMs for composition of copper ores

and Pb-Zn sulphide ore (3 types)”

Mrs. R. Nedkova spoke on the issue and reported that the RM development is

finalized, the report and RM certificates are prepared and presented for discussion.

The decision was taken as follows:

    1. To approve the submitted documentation for RMs of composition of copper ore MrA, copper ore MrCh and lead-zinc sulphide ore OcR (annex 5.1.8.).
    2. To request the Rapporteur’s Secretariat to enter the RMs in the Register of

COOMET RMs, taking into consideration that R. of Belarus, Germany, R. of

Kazakhstan, Lithuania, R. of Moldova and Russia joined to their recognition;

Ukraine will inform of its decision within a month.

    1. To consider the project as finalized, to request the RM Coordinator from

Bulgaria to prepare a form of the final report and to submit it to the Rapporteur

For COOMET RMs.

5.1.9. Project 198/BG-a/99 “Development of RMs for composition of

ferromanganese (3 types)”;

Mrs. R. Nedkova spoke on the issue and informed the participants that the possibility

to proceed with the work is currently being clarified.

The decision was taken as follows:

    1. To take the information into account.
    2. To request the Contact Person for RMs from Bulgaria to inform the Project Coordinator of the possibility to proceed with the project within a month.

 

 

5.1.10 Project 199/BG-a/99 “Development of RMs for composition of ferrosilicon

(5 types).

Mrs. R. Nedkova spoke on the issue and informed the participants that the possibility

to proceed with the work is currently being clarified.

The decision was taken as follows:

1. To take the information into account.

2. To request the Contact Person for RMs from Bulgaria to inform the Project

Coordinator of the possibility to proceed with the project within a month.

5.1.11 Project 200/BG-a/99 “Development of RMs for composition of ARMCO

steel (3 types)”

Mrs. R. Nedkova spoke on the issue and informed the participants that the possibility

to proceed with the work is currently being clarified.

The decision was taken as follows:

    1. To take the information into account.
    2. To request the Contact Person for RMs from Bulgaria to inform the Project

Coordinator of the possibility to proceed with the project within a month.

5.1.11 Project 201/BG-a/99 “Development of RMs for composition of high-carbon

steel (3 types)”

Mrs. R. Nedkova spoke on the issue and informed the participants that the possibility

to proceed with the work is currently being clarified.

The decision was taken as follows:

    1. To take the information into account.
    2. To request the Contact Person for RMs from Bulgaria to inform the Project

Coordinator of the possibility to proceed with the project within a month.

 

1.1.13Project 202/BG-a/99 “Development of RMs for composition of flotation barites concentrates (5 types)”

Mrs. R. Nedkova spoke on the issue and informed the participants that the possibility

to proceed with the work is currently being clarified.

The decision was taken as follows:

    1. To take the information into account.
    2. To request the Contact Person for RMs from Bulgaria to inform the Project

Coordinator of the possibility to proceed with the project within a month.

    1. Discussion of the proposed projects:

      1. Project 182/BG/99 “Development of RMs for composition of drinks

produced of distillate (3 types)”

Mr. R. Nedkova spoke on the issue and presented information materials on the

project. (annex 5.2.1)

The decision was taken as follows:

    1. To take the information into account.
    2. To request the Project Coordinator to redraft the form for the proposed project, to agree it with the national metrological body of Bulgaria and to submit it to the Rapporteurs Secretariat within 3 months.

      1. Project 183/BG/99 “Development of RMs for composition of ethyl alcohol (3 types)”

Mr. R. Nedkova spoke on the issue and presented information materials on the

project. (annex 5.2.2)

The decision was taken as follows:

    1. To take the information into account.
    2. To request the Project Coordinator to redraft the form for the proposed project, to agree it with the national metrological body of Bulgaria and to submit it to the Rapporteur’s Secretariat within 3 months.

      1. Project 184/BG/99 “Development of RMs for composition of tartaric acid (1 type)”

Mr. R. Nedkova spoke on the issue and presented information materials on the

project. (annex 5.2.3)

The decision was taken as follows:

    1. To take the information into account.
    2. To request the Project Coordinator to redraft the form for the proposed project, to agree it with the national metrological body of Bulgaria and to submit it to the Rapporteurs Secretariat within 3 months.

    1. “On the development of the Register of COOMET RMs”

Dr. I. Dobrovinsky informed the participants of the progress of works on the development

of the Register of COOMET RMs maintained by the Rapporteur’s Secretariat and presented the Register for consideration (annex 5.3).

The decision was taken as follows:

  1. To take the information into consideration.
  2. To enter the RMs developed in the framework of the projects 187/BY/99 (the author: R. of Belarus), 195/BG/99, 196/BG/99 (the author: Bulgaria) in the Register of RMs developed within COOMET.
  3. To attach the text of the Register to the Minutes of the meeting (annex 5.3) and to circulate it among the countries absent at the meeting.
  4. To request COOMET Secretariat to place the Register of COOMER RMs at COOMET website.

Agenda item 6 – Information on RM activity within international organizations (ISO/REMCO, OIML TC 3/SC 3, COMAR, CIS, PROMOCHEM).

Presentation by Mr. H. Klich – Information on ISO/REMCO activities.

Mr.H. Klich informed the participants that structural changes concerning the working bodies, ensuring its activity, took place in ISO/REMCO (annex 6.1.1.- the REMCO structure).He invited the experts of COOMET member-countries to participate in REMCO working groups and in the work of two conferences (invitations and application forms are attached, annexes 6.1.2 and 6.1.3 respectively).

Presentation by Dr. I. Dobrovinsky – Information of RM activities in OIML TC 3/SC 3

Dr. I. Dobrovinsky informed the participants on the progress of work in OIML TC 3/SC 3

on the revision of OIML D 18 The use of certified reference materials in the fields covered by the metrological control exercised by national service of legal metrology. Basic principles. (annex 6.2 – the information).

Presentation by Mr. H. Klich – Information of COMAR activity

In his presentation Mr. H. Klich detailed on the organization of works on:

He informed the participants, that there will be a seminar organized for Coding Centres before the old version is transformed into a new one. The ultimate objective of the works on the COMAR updating is providing the users with accessible information on RMs free of charge.

During the discussion Prof. V. Leonov took the floor. He gave a high appreciation of the activity and the prospects of work done to update COMAR data base.

Presentation by Dr. I. Dobrovinsky – Information on the works related to RMs within CIS

Dr. I. Dobrovinsky informed the participants of the organization of works related to RMs within CIS, on adopted normative documents, on the Register of Intergovernmental RMs (annex 6.3 – the information)

 

Presentation by Mr. M. Primic – Information on PROMOCHEM and REFMAT activities on

RMs

In his presentation Mr. M.Primic told about the structure, the functions of these organizations and about their tasks to be accomplished (annexes 6.4.1. and 6.4.2)

The decision was taken as follows:

  1. To take the information into consideration.

Agenda item 7 – Proposals on the new projects.

The Programme of Joint RM Development within COOMET developed within the Project

186 /RU/99 provided the basis for new projects to be propounded. It is proposed to include in the COOMET Working Programme as follows:

Proposals of R. of Belarus:

    1. Development of RMs of 137Cs, 40K and 90 Sr specific activity in rape.
    2. Proposals of Russia:

    3. Development of RMs for composition of gold-bearing rock, complex ore, dunite (p.p. 1-3).
    4. Development of RMs for composition and properties of KS and T-rank coal (p.p.4,5).
    5. Development of RMs for compositiopn of gold-bearing ore (p.8).
    6. Development of RMs for composition of Au, Ag, Pt and Pd ion solutions (p.p.9-12).
    7. Development of RMs for composition of copper (2 types) (p.22).
    8. Development of RMs for composition of alloyed steels (p.23).
    9. Development of RMs for composition of carbon and alloyed steels (p.24).
    10. Development of RMs for composition of carbon and alloyed steels (p.25).
    11. Development of RMs of flash point in a closed crucible - TZT set.

The filled-in forms for proposed projects in Russian and in English are presented for items: 7.2-7.10; in Russian for items: 7.1, 7.10-7.13 (annexes 7.1-7.13).

The decision was taken as follows:

  1. To take the information into consideration.
  2. To request Contact Persons of COOMET member-countries to consider submitted proposals and to inform the authors and the Rapporteur’s Secretariat of their possibiliry to participate in proposed projects within 6 months.
  3. To take into consideration, that R. of Belarus and Bulgaria will forward their proposals on the new projects in the earliest possible date.

Agenda item 8 – Any other business

    1. On the preparation of the documents accompanying RMs developed within

COOMET

    1. 1. Dr. I. Dobrovinsky attracted attention of the meeting participants to the

changes which took place in the countries as concerns the drawing up documentation accompanying RMs and proposed to consider p.p.2.6, 2.7 and 2.8 of COOMET Methodical Recommendation Contents and Rules of Drawing up Documents for RMs Developed within COOMET, regarding the rules regulating this procedure within COOMET.

The meeting participants supported Dr. I. Dobrovinsky’s proposal to specify this procedure by the revision of the above-mentioned Methodical Recommendation.

      1. Dr. I. Dobrovinsky attracted attention of the meeting participants to the conclusions

offered in the document developed within the project 185/RU/99, concerning proposals for the development of COOMET normative documents.

8.1.3. Prof. V. Leonov once again pointed out the importance of informational exchange regarding the participation in international activities concerned with the RM problem.

The following decisions were taken from the results of discussion:

  1. To consider it expedient to revise the international Recommendation Contents and Rules of Drawing up Documents for RMs Developed within COOMET, to request the Rapporteur’s Secretariat to take over the authorship of the given project, to prepare materials needed for the inclusion of the project in the COOMET Working Programme.
  2. To request Contact Persons of all COOMET member-countries to give their proposals on the development of ND within COOMET following the conclusions given in the document within the Project 185/RU/99.
  3. To request Contact Persons for RMs to send the information on the activities, carried out in the field of RMs, to the Rapporteur’s Secretariat at the regular periods of time.
  4. The Rapporteur’s Secretariat is to request the COOMET Secretariat to publish information received under item 3 of the minutes on the COOMET Web-site.

Agenda item 9 – Date and place of the next meeting.

The date and place of the next meeting will be adopted upon by correspondence.

Agenda item 10 – Adoption of the resolutions.

The draft resolutions were preliminary agreed during the discussion and agreed together with the Minutes of the 7th meeting of COOMET Contact Persons and experts on RMs.

Agenda item 11 – Closure of the meeting.

In his closing word Prof. V. Leonov thanked the participants of the meeting for their active work, the hosts and COOMET Secretariat for organizing the meeting and making it a sucess and expressed the hope, that the works, started in concert, will have a good continuation.
