The following aspects fall within the competence of the State Committee of Russia in conformity with the Law of the Russian Federation "On Assurance of Measurement Uniformity":

- coordination of activities aimed at ensuring the uniformity of measurements of various regions and branches of industry within the Russian Federation;

- submission of proposals concerning the units of measurement which have been adopted for use by the Government of the Russian Federation;

- establishment of rules for the development, approval, storage and application of measurement standards;

- determination of general metrological requirements for measuring instruments, methods of measurement and measurement results;

- execution of state metrological control and supervision;

- execution of control over the observance of terms of international agreements of the Russian Federation on recognition of results of tests and verification of measuring instruments;

- general guidance of activities, carried out by the State metrological service and other state services ensuring the uniformity of measurements;

- participation in the activities of international organizations in the field of ensuring the uniformity of measurements.

Activities dealing with the creation, improvement, conservation and application of state measurement standards, and fundamental and applied research in the various fields of metrology, as well as the development of normative documents on assurance of measurements uniformity are conducted by the metioned below State scientific metrological centres of the State Committee of Russia - i.e. scientific and production amalgamations and metrological scientific research institutes:
