Conducting the united technical policy in the country on measurements unity assurance is related to the competence of Derzhstandart of Ukraine including the following:

• organization of conducting fundamental research in the field of metrology;
• organization of realization and functioning the national standard base;
• coordination of Ukraine metrological service activity;
• affirmation of the types of measurement technique means;
• determination of the order of conducting the all types of the state metrological control and supervision;
• participation in the activity of international metrological organizations and others.

The legislative base of the state metrological system is the Law of Ukraine No. 113/98-BP “On Metrology and Metrological Activity“, which was adopted by the Supreme Council of Ukraine on February 11, 1998. This Law reflects all main aspects of organization of legislative metrology (OIML), such as D1 “The Law on Metrology“, D2 “The Fields of Using Measurement Means, which are Liable to Verification” and others.

The technical basis of the national metrological system is the nation standard base. The national standards are the initial base for realization and keeping physical quantities units with the aim of their size transfer to working standards and measurement technique means of enterprises, offices, organizations and citizens that are subjects of enterprising activity by means of comparison, verification and calibration. The units of physical quantities of the International System of Units (SI), which were adopted by General Conference on Weights and Measures and were recommended by OIML, are used in Ukraine.

The national standard base of Ukraine consists of 36 national standards (including 15 primary ones) and 56 initial standards. The national standards of units are those of such physical quantities, as mass, length, temperature, light intensity, time and frequency, energy of burning, pressure, volume of liquid, gravity acceleration, volume and volume flow of gas, mole part of components in gas media, magnetic induction and others. About 15 national standards are being realized.

The works on realizing cooperation of scientific metrological organizations of Ukraine with metrological organizations of the countries-members of EUROMET. The consultations with specialists of a number of organizations are conducted with the aim of possible participation of Ukraine in the works on 27 projects of EUROMET. Besides, the proposals on organization of comparisons of the national standards of Ukraine with the standards of Germany, Great Britain, France.

The normative base of the national metrological system are normative documents on metrology including about 60 national normative documents (DSTU and others) and more than 350 interstate standards (GOST).

Since January 1997 Ukraine has been a member-correspondent of the International Organization on Legislative Metrology (OIML), and since May 1998 it has been an organization-correspondent of the Organization of national metrological offices of the countries of Europe (EUROMET).

Ukraine has concluded bilateral agreements in the field of metrological activity with national metrological services of a number of European countries: Great Britain (NPL), Germany (PTB), the Netherlands (NMI), France (BNM), Lithuania, Bulgaria.

Metrological service of Ukraine consists of the State Merological Service (GMS) and metrological services of ministries, other central bodies of executive power, enterprises, offices and organizations.

The State Metrological Service organizes, realizes and coordinates of the activity, which is directed to measurements unity assurance in the country, and also realizes the state metrological control and supervision of keeping requirements of the Law, other normative & law acts of Ukraine and normative documents on metrology.

The State Metrological Service consists of the following:

the corresponding subdivisions of the central office of Derzhstandart of Ukraine;

the state scientific metrological centres of Derzhstandart of Ukraine;

the territorial bodies of Derzhstandart of Ukraine;

the State service of united time and standard frequencies (GSVCH)

the State service of standard specimens of composition and properties of substances and materials (GSSO)

The State service of standard reference data on physical constants and properties of substances and materials (GSSD)

The functions of the working body of GMS are fulfilled by the Office of metrology, united time and standard frequencies of Derzhstandart of Ukraine that fulfils methoducal guidance of the state scientific metrological centres and territorial bodies of Derzhstandart of Ukraine.

The system of Derzhstandart of Ukraine consists of 3 state scientific metrological centres, 25 regional and 10 town state centres of standardization, metrology and certification (GCSMS).

The state scientific metrological centres fulfil the works, which are related with realization, improving, keeping and use of the national standards, realization of systems of transfer of measurement units size, the development of normative documents on metrology, and also realize the state metrological control.

Kharkiv State Scientific and Research Institute of Metrology (KSSRIM) is the main centre on measurement unity assurance in Ukraine, the main centre of DSSO, the main organization on measurements of mass, force, hardness, time and fequency, radio engineering quantities; the keep the state registers of the national and secondary standards and standard specimens.

The Ukrainian Scientific and Industrial Centre of Standardization, Metrology and Certification of Ukraine is the main centre of metrological service of Ukraine, the main centre of DSSD, the main organization on measurements of pressure, vacuum, physical and chemical, electrical, magnetic quantities; they keep the State registre of measurement technique means, which are allowed for use at the territory of Ukraine, and also it is the national fund of standard reference data.

The main organizations on the kinds of measurements:

Bilotserkivsky DCSMS – on the measurements of ionizing radiations;

Dnipropetrovsky DCSMS – on the measurements of liquid flow;

Ivano-Frankovsky DCSMS – on the measurements of gas flow;

Kharkiv DCSMS – on the measurements of capacity, mass parameters of movements and others.

3 instrument-making plants “Etalon“ in Kharkiv, Donetsk and Vynnytsya are also included into the system of Derzhstandart of Ukraine.

The State Metrological Service of Ukraine realizes the state metrological control and supervision in the field of legislative metrology.

The objects of the state metrological control and supervision are the following:

• measurement technique means;
• methods of measurement conducting;
• amount of the packed goods in the packings.

The state metrological supervision embraces the measurements, which results are used for the following:

• works on health protection assurance;
• the works on citizens‘ life and health protection assurance;
• food products quality and safety control;
• environment state control;
• labour conditions safety control;
• geodetical and hydrometeorological works;
• trade and commercial operations and settlements between a customer (consumer) and a seller (supplier, manufacturer, realizer) including municipal cervice and public commodities, post service;
• tax, bank and custom operations;
• account of power and material resources;
• the works, which are fulfilled by the order of law bodies;
• obligatory certification of production;
• registration of national and international sport records.

The state metrological control includes the following:

• the state tests of measurement technique means and affirmation of their types;
• the state metrological certification of measurement technique means;
• measurement technique means verification;
• accreditation for the right of conducting the state tests, verification and calibration of measurement technique means, carrying out measurements and certification of the methods of measurements conducting.

The state metrological supervision includes the following:

• the state metrological supervision of measurements unity assurance;
• the state metrological supervision of the quantity of the quantity of packed goods in the packings.
