In Republic of Moldova the metrological activity and derived relations are regulated with the Law on Metrology establishing the fundamental regulations of legislative metrology and creating the normative legal prerequisites for assurance of measurement uniformity in the country.

  1. Metrological infrastructure
  2. According to the Law on Metrology the state policy in the field of metrology is realised by the Government through National Body of Metrology – the Department of Technical Supervision, Standards and Metrology (Moldova-Standard).

    Department Moldova-Standard is the central state regulatory-enforcement authority, operated on the basis of compulsory official regulations (acts, decrees, rules, instructions and norms). For the reliable and steady enforcing of these regulations in the territory of the country the Department create a network of executive bodies – the regional metrological centres, headed by the National Centre of Standardisation, Metrology and Certification. The Department Moldova-Standard and the state metrological centres which are founded by it form jointly the State Metrology Service.

    In the specific branches of national economy the ministries, departments, industrial enterprises and organisations, responsible for observance of binding legal metrology requirements in connection with effected activities, create, when necessary, the Departmental Metrological Services. Services of this kind are charged with accomplishment of obligations to ensure the measurement uniformity within the departmental frame. In pursuance of applied metrology tasks they enjoy the certain independence and can render the metrological services to the different external organisations as the calibration laboratories of third parties.

    With the purpose of consolidation an efforts of all interested agency representatives at the stage of elaboration public significant normative documents at the Department Moldova-Standard is organised and acting the Technical Committee of Standardisation in the domain of metrology (TC–6).

  3. Scientific, legal and applied metrology

The National Centre of Standards, Metrology and Certification (NCSMC) is the state enterprise, combining the functions of national metrological institute, state verification authority and central (accreditation) body of calibration services.

In conformity with it’s competence and authorities given by founder, the NCSMC carries out and/or provides the following activities:

in the field of scientific metrology –

creation, development, conservation and status maintenance of national measurement standards of quantity units;

traceability of national measurement standards to SI units by dint of their calibration in countries having at the disposal as primary ones the standards, obtained the universal recognition;

confirmation of equivalence of national measurement standards to standards of the same quantity units from other countries on the ground of the results of bi- and multilateral interlaboratory comparisons;

dimensions transferring of quantity units from the national measurement standards to reference standards of legal entities in accordance with the approved hierarchical schemes of subordination;

elaboration and metrological expert examination of drafted normative technical documents on assurance of measurement uniformity, harmonised in regard to the metrological requirements with international and national documents of other countries;

occupational training of local specialists in the field of metrology;

participation in the regional metrological organisations and collaboration with related metrological institutions of different countries in specific areas of activity;

in the field of legal metrology –

elaboration of basic conception and long-term development programs for national system of the metrological activity administration;

drafting and submission to the Government of legislative and other normative acts in the field of metrology, falled in with the similar current acts of the European countries;

co-ordination of activity and methodical guidance of state metrological service bodies;

elaboration of general metrological rules, requirements and norms as well as procedural instructions and recommendations;

state metrological control by means of mandatory type testing, calibration, verification and official expert examination of legal measuring instruments used in the spheres which are subject of the state regulation in scope to protect the legitimate interests of the state, separate groups of citizens or all population from harmfully consequences of incorrect or inaccurate measurement results;

licensing of activities and registration of juridical and natural persons for the right to perform the manufacture, repairs, calibration, verification, installation, sale and rent of measuring instruments;

state metrological supervision over producing, importing, condition and application of the measuring instruments, observance of metrological regulations and norms, licensed activity of departmental metrological services;

certification of engineering personnel as state verification officers;

collaboration with national bodies of legal metrology from the other countries in frameworks of OIML and bilateral agreements;

in the field of applied metrology –

“link-up” with national measurement standards of reference standards, and in necessary causes, measuring instruments, which are in the application of testing and calibrating laboratories of scientific institutions, industrial enterprises and other entities of national economy;

accreditation of juridical persons metrological services for the right to carry out the calibration works;

supervising over activities of accredited metrological services.
