The activity in the field of metrology in Republic of Kazakhstan is regulated with the Law "On Assurance of Measurement Uniformity" establishing legal, economic and organisational bases of the uniformity of measurements. This Law directed towards the protection of the rights and legitimate interests of the citizens and economy of the Republic of Kazakhstan from consequences of invalid measurement results.

The Committee on technical regulation and metrology of the Ministry of Industry and Trade of the Republic of Kazakhstan (Gosstandart of the Republic of Kazakhstan) is a national body state administration in charge of activities aimed at ensuring the uniformity of measurement.

In accordance with the Law of the Republic of Kazakhstan "On Assurance of Measurement Uniformity" the main objectives of the Gosstandart are:

-       forming and realization of a state policy on assurance of measurement uniformity;

-       coordination of activity of the metrology services of the Republic of Kazakhstan;

-       establishment of the units of measurement admitted to application;

-       organization of conducting research activities in the field of metrology;

-       establishment of the rules of creation, approval, storage, use and comparisons of the state measurement standards, improving of measurement standards base of units of measurement of the Republic of Kazakhstan;

-       determination of the order of development and approval the normative documents on assurance of measurement uniformity;

-       determination the common metrological requirements to instruments, methods and results of the measurement, verification procedure of measuring instruments;

-       determination of the order of use, production and repair of the measuring instruments;

-       organization of keeping the register of the State system of the assurance of measurement uniformity;

-       organization and carrying out the state metrological supervision;

-       representation or the Republic of Kazakhstan in the international and regional metrological organizations;

-       organization of raising the level of one's skill and further training of specialists in the field of metrology.

 

 

Republic State Enterprise "Kazakhstan Institute of Metrology" (KazInMetr) is a State Scientific Metrological Centre.

KazInMetr carries out:

-       performing of works directional on development of a metrology in the republic;

-       performing scientific-technical, practical, organizational-methodical activities with the purpose of improving the bases of a State system of the assurance of measurement uniformity of the Republic of Kazakhstan;

-       creation and improving of measurement standards base of units of measurement of the Republic of Kazakhstan.

-       participation in improving of legal and normative bases of the State system of the assurance of measurement uniformity, harmonization normative documents on metrology with international requirements;

-       performing the pattern approval of measuring instruments produced in the Republic of Kazakhstan and imported measuring instruments on affirmation of the types;

-       informational and normative providing of organizations in the field of metrology;

-       raising the level of one's skill and further training of specialists in the field of metrology.

 

Cooperation in the field of metrology at the international level is supported with:

-       International organisation of legal metrology (OIML);

-       General Conference of Weights and Measures (CGPM);

-       Intergovernmental Council on standardisation, metrology and certification;

-       Interregional association on standardisation;

-       Central-Asian cooperation in the field of metrology, accreditation, standardization and quality (CAC MAS-Q).

 

 

State service of reference substances and materials of composition and properties hosted by KazInMetr have been performing since 2002 and since 2005 - State service of time and frequency  and State service of reference data of physical constants and properties of substances and materials.

Besides State metrology service national metrology infrastructure includes a number of organizations, accredited for calibration of measuring instruments, evaluation of measuring methods as well as a number of organizations having licenses for manufacture and repair of measuring instruments.
